Very likely so.

You need to track down the address which is subscribed to your list that
is causing the problem, not the final email account's address. A good
source for this is to look at the undelivered email's headers (you
should get those back in the bounce) and look for the address/domain
where the email was delivered immediately from your mailing list server.
It's usually possible to track down the subscribed problem address with
that.
Also check for small differences in the email addresses, eg. subscribed
address is john.doe@somewhere.com but the real address (listed in the
bounce) is jdoe@somewhere.com, or maybe something like subscribed
address of jdoe@users.somewhere.com but bounce comes from
jdoe@smtp.somewhere.com
