Here's what I found:
You're on a system which uses smrsh. (sendmail restricted shell).
You
have to configure smrsh to allow it to execute the wrapper. Normally
this is done by creating a symlink in from the smrsh directory to
Majordomo's wrapper program.
On RedHat Linux (and probably other Linuxes) this directory
is /etc/smrsh. On others (AIX?) it may be /var/adm/sm.bin.
So, you would type something like this:
# ln -s /usr/local/majordomo/bin/wrapper /etc/smrsh/wrapper
Then restart sendmail.
