 A digest will be published when digest_maxdays or digest_maxlines is
exceeded.  However, these values are only checked when a new message is
being added to the digest.  Therefore, if there is no activity on the
list, a partial digest will sit there forever until the next message comes
in or a cron job kicks it with mkdigest.
