Possibly it's someone sending HTML mail? If so, the footer will get put
after the MIME separators, and the headers probably before them, and
will probably not show. Tell them not to send HTML mail, it's pointless,
many mail clients can't read it, and it vastly increases the size of
their mail. This may not be the cause though, but OE is the usual
culprit for HTML crap.
