configuring a list

I've got my list just about all setup however I'm running into a little
bump and I think it has to do with the fact that I maybe missing a
file.  In reading the "NEWLIST" file the last step is to do this:
    "Now issue a 'config <listname> <listname>.admin' command to
Majordomo."

I see on config command around besides the systems config command.
Help??
