  Ah! there's the critical clue!  When a local user sends mail, a new copy
of sendmail is launched to handle it.  When a 'foreign' user sends mail to
this machine, the running sendmail daemon catches it.  
  My guess is that when installing majordomo, you took the option to place
the majordomo aliases in a separate file, and declared that filename with
an additional OA line in your sendmail.cf.  Am I right?
  You can run newaliases until the cows come home, but it won't build any
aliases which it doesn't know about.  If you modified sendmail.cf, you
must stop and restart sendmail.  Then it'll know about the additional
aliases in a separate file.
  That's why mail originated by a local user finds the list alias - the
standalone copy of sendmail reads sendmail.cf as it starts up.
