You seem to think that most users:
1) See the Reply-To: header
2) Seeing it on the screen, decide the admnin would like a reply
But that's not at all how it works. 99+% of users in the world use
interfaces that DON'T display the header, at least as configured; the only
time it affects their life is when they hit Reply. They don't see it as a
request to reply whether or not they were going to, partly because almost
none of them see it, and partly because those few who do see it know that
it's there IF they want to reply, not to DEMAND they reply.
