Subject: Welcome and config_parse.pl???

I want to change welcome 'yes' to welcome 'no' since I don't want people
to be bothered with knowing they have been subscribed to my mailing list
(it is closed since it contains legal material).

I have been told by my server host that config_parse.pl is a file that
is shared by everyone on the server and if they turn welcome to 'no'
then everyone is affected. Is this true?

If so, what other alternatives exist?  I have a project that is pending
(and now 5 days late and on company overtime) and I need an urgent
answer.
