If your are using sendmail as your MTA they probably added by sendmail.
There is an option what sendmail should do whene there is neither TO, CC,
or BCC in the header. Check the NoRecipientAction option in sendmail.cf.

But you also ask yourself why you get mail without TO, CC, och BCC.
