By setting to "bulk" or "list" sendmail will allways queue the message
instead of trying to deliver directly. That is reasonable for a list. The
message will be delivered next time the queue is run. When that is will
depend on your local setting. Normally that will be within 30 or 60
minutes. If it takes "forever to be delivered" there are probably other
problems involved.

Sendmail sends log entries to syslog. See /etc/syslog.conf for exact log
file and log levels.
