You're doing it wrong <smile>.

The top line of the message (no blank lines above it) needs to be:


It's in the form of a header-line.  In fact, it can be a header line if 
you're using a unix/linux system to moderate that can just add a header 
line and forward the post.

Then it MUST be followed by a blank line.

That'll work.  At least it does for all of our moderated lists <smile>.
