It really is!

The fault is on some of the listmember's side. Her mailserver is
misconfiguered (or buggy) and will resend the mail to the list when her
mailaddress is not on TO. I've seen that before, and even track down to a
precis server.

On the copies you will se added RESENT headers showing that the mail has
been to your server twice (or multiple times).

Do you have campmin-l@lvc.edu on the list? Temporarily remove that address
and the problem should go away. In any case it could be worth adding
"X-MDaemon-Deliver-To" to taboo headers.
