Major Cool 1.3.2 problem

Hello:

I THINK MC 1.3.2 is installed OK but I saw the following in the
Testing Output:

You should next see a bunch of HTML output to the screen. This would
be the MajorCool opening screen if accessed via a Web browser to the
'/cgi-bin/majordomo' address.

After this it sends a message to bill, which seems fine.

What woould cause that LOCK FAILURE ABOVE and how do I fix it??
