Your alias includes the '-s' switch, and the '-s' switch tells 'resend'
to perform administrivia checking regardless of what the list config
file says.
Edit the alias to remove '-s', run 'newaliases', and then either send a
test message to the list or wait for a subscriber to send something
that would normally trip the administrivia filter.
