You can do a "replacelist" command do this. Be sure you are working from a
brand spankin' new copy of the WHO report, and put

EOF

on the last line all by itself.

Is there a patch to turn off the notification (info sheet) that a new
zubscriber receives when s/he is zubscribed?  This would only be used by
list owners (zubscribe_policy is set to open+confirm, etc).
