I agree that the approve documentation is perplexing and seems to
miss essential points, but this particular inquiry strikes me
as strange indeed.  Could you say a little more about what you are
trying to achieve?

Possibly you have a list addresses that you want to be able to
post to the list without moderator approval.  But rather than
us answering imaginary questions, perhaps you can say.

Obviously, if you just don't want list members in general to
require approval you convert it to a non-moderated list.
