message footer not working

Hi,
  I have trying to add a message footer to all the messages but I not
able to do so.
  I use the following syntax:

message_footer      <<  END
This is a test

END

  Is it the correct way? Or is there any way to trace or debug?
  I am using majordomo-1.94.5 and sendmail 8.8.8. Any help will be
appreciated.
