That certainly looks correct to me. I've not used message_footer myself
though. Oh, check for extra spaces on the "END" line, there shouldn't
be anything else there. Also after the "END" on the message_footer
line.
As for debugging, I can only think that you should be making sure that
the config file is actually being used, not something else...
