Error setting up lists so that they can be subscribed to...

Perl: 5.00560
Majordomo: 1.94.5
MTA: Sendmail
OS: Sun Ultra 60, Solaris 2.7

Help! I cannot seem to set up my lists so that they allow users to
subscribe to them. They keep getting back:

**** No valid commands found.
**** Commands must be in message BODY, not in HEADER.

when they clearly place the command "subscribe <listname>" in the body
of the message, addressed to majordomo@findit.sos.state.il.us.

What should I look for? What am I doing wrong?
