HTML is for web pages, not mail.  There are still people using 
non-webified mail readers out there that HTML content cannot be
displayed in without jumping through hoops.

Unless your list owner/moderator that insists on using HTML in
his/her messages can guarantee that every subscriber can see 
their pretty HTML message, I suggest that you strongly urge them
to use plain text.  Every HTML capable mail client has the ability
to be turn off HTML, but not every text capable mail client has
the ability to turn ON HTML.

To get to the heart of your problem, if you can't convince them to
use text for sending/approving messages, your only other option is
to provide shell access to them.  Hopefully, they will be able to
save the HTML message, use a unix editor to modify the headers (in
plain text), and pipe the file through the approve command.  

Perhaps realizing all the "work" involved is not worth it will 
convince them to put their messages in a text format that all of
the subscribers can read.
