I just set up Majordomo today, and ran into the same problem.
Found the solution in the April digest (and the FAQ....)

Your lists directory should have 751 (rwxr-x--x) permission.
The files in LISTS should have 644 (rw-r--r--) permission.
(My .config files are 664, I don't know if that matters...)

Sendmail doesn't want you to have group-writable directories. 
Group writable files in directories are fine.  The FAQ lists
an alternate way to handle this, but setting the file permissions is
preferred.

For reference, this seems to be a sendmail 8.9.x issue - I'm a bit
surprised that 8.6 is doing this - perhaps that's the "Plus"??
