The process for issuing a command to majordomo is via email, not the
command line. Of course, there are ways to send email via the command
line.
`echo config <listname> <listname>.admin | mail majordomo`
The way step 7 is expecting though is for you to open your email client
and send a message to majordomo@your.domain with the message body of
config <listname> <listname>.admin
END
where <listname> is replaced with the actual name of your new list.
