Yep.. this is part of the fundamental "stuff" that Majordomo does.
As a list owner, you need to issue a "config listname listpassword"
command to majordomo.
Majordomo will return your config file to you. Then, you pull that into
a text editor and change the config option "restrict_post". The
"restrict_post" option allows you to specify a file which contains the
addresses of those who should have permissions to post messages. If you
want all list subscribers to be able to post, simply set this config
option to the name of the list "restrict_post = listname". Otherwise,
you will probably have to have your ISP setup the file for you (the file
must be located on the mail server, in the directory which contains all
of the list information).
