You have administrivia = yes in your config file, I suspect.
Majordomo is seeing a "command" word somewhere in the first n lines of
your message (N is something like 10, I suspect), and so is trying to
interpret message as a series of majordomo commands rather than a message
to be distributed.
I ran into this problem a while back - an animal recue group list often
had lines that started with "Help!" early on. Setting administrivia = no
and running any admin requests through majordomo@mysite.com solved this.
