Sure there is, like for closed lists which however accept non-member
submissions but require approval of such posts beforehand.  I'm sure
there's other situations like this too.  I'm not saying that there
isn't room for improvement, but the current behaviour is certainly
useful in some situations.

Approving such posts is a very small effort anyway with the handy
"approve" script that comes with Majordomo.  I've been meaning to make
a macro for that so I could do one-key approval of emails...
