There are many reasons this should not be incorporated into the actual
distribution of majordomo.  The main one being that once you apply the
patch, it can not be turned off.  Not "everyone" wants the functionality
that you desire by using this patch.  Even if it were configurable, the
default should be that this feature be disabled, and only enabled when
intentionally desired by the entire site, not just one list owner.

My feelings on this would of course change if it were an option that was 
configurable on a "per list" basis.  Maybe similar or in addition to 
the administrivia or announcements settings.
