This would require code changes to majordomo, and probably have a
negative impact on your mail server. What you are asking to do would
require one message and one envelope per recipient, rather than one
message with a large envelope for the entire list getting passed to the
MTA.
Majordomo is really just a complex extension of sendmail. If you have
an alias in sendmail with an :include: file of many recipients, think of
how that is handled. This is really all that is happening with
majordomo.
