Is a summary of debug options available anywhere in the docs?

There are references to debug in the list config, command-line,
options, variables in programs etc., but I can't find what I want.
What I'd like is to be able set on debugging globally. Can I do
this by setting a environment variable? I guess WRAPPER  would
be the place for doing this...

I tried 'SET DEBUG=1' in wrapper, but this did not have the
desired effect. I would like to set $DEBUG=1 in resend without
having to edit the code.
