You could edit the listname.config file and turn off administrivia so
these messages do not bounce in the first place, but the question you
are really asking, is how to get the bounced message back into the
list.  This simply requires you (or listname-owner) to "approve" the
message.  For this, I will point you to the FAQ and the list-owner-info
file that came with majordomo.
