Perl is in the right place, and I only removed the binary, not the
wrapper, but I did a install of it again, and am having the same issue.
G-d, man, I had it, now it is up in smoke!
The perms on this are killing me.

| If you changed the majordomo location, did you relink wrapper
| to /etc/smrsh? If you had to rebuild wrapper last time, the
| Makefile should still be correct, and you could possibly still
| have a copy of wrapper in the source directory.
