We ended up writing an "oracle" for distributing
mail to people. We use it for the
ask-a-scientist and the Ask-a-Sysadm tools.
The members want to be anonymous and wanted
the questions numbers bounded.
We ended up not using majordomo to do it.
There are anonymous remailers out there that can
cover the insertion of a message to a list.
You just have to allow any address at the
anonymous remailer to be able to post.
