In the .config file for each list, this allows anyone to post to the list,

It will. Majordomo doesn't send list messages to people who are not
subscribed. Of course a message will go to others as well if the sender
includes non-list "To:" or "Cc:" addresses. There's nothing you can do
about that because delivery to those non-list addresses is a function of
your mail transport agent (Sendmail or whatever), not of Majordomo.

In the .config file for each list, this will cause all subscription
requests to go to the list owner for approval:
subscribe_policy = closed
