Thanks. I went back through all the directories and files, and did find a
directory that was group writable. I changed that, and voila, the lists are
serving again.

Your sendmail configuration does not know how to resolve your local
hostname, and it does not "trust" majordomo to set the From: field of
messages for starters. I don't see sendmail complaining about group or
world writable directories, but you should
check them anyway. Make sure you do NOT have any directory in the tree to
"police" with the group or world writable bit enabled. What about the
"police" file itself, does it have any world or group write bits enabled?
They should not be.
Since you did not include your police.resend file, I can not offer further
suggestions other than examine everything for typos.
