more about our problem with pop before send, sendmail, and :include: function

Here is some more detail about the situation from james, cohosting maven
and technosorcer.

Procedures already completed for SENDMAIL 8.11.1 in a pop before send
attempt:

1) QualCOMMS QPOPPER updated to 3.1b5 so that a continunous log of 
   client statistics are output to a log every pop including ip address
and
time.

2) Creation of a PERL/CRONTAB function that handles the following:
        A) continuously using "tail -f" on the file from #1 to read the
           latest entries as the arrive
        B) Strip out the ip address for each new entry
        C) Compare new entry against existing entries and only retain if
new.
        D) Output to the end of a file called /etc/mail/sendmail.LocalIP
        E) Once every half hour kill PERL routine and zeroo file from
#D.
        F) Restart at #A.

These functions are working flawlessly.  What apparently no longer
functions
is the carry over from sendmai 8.8.9 of the following entries....in the 
sendmail.cf file (current version of this file is 8.11.0)

F{LocalIP}      /etc/mail/sendmail.LocalIP

And then in the check_rcpt area I define the following:

R$={LocalIP}$* $| $*    $@ ok

Why is it that sendmail 8.11.1 does NOT use the defined file for IP
address
approval and continues to insist that 'relaying is denied!' even if the
IP
appears in the file.
