I am not sure why the .new file is mail.mail ownership either, but delete it.
Your tree to the majordomo branch needs pruned. You have group writable
permissions on majordomo and majordomo/lists. chmod go-w.
You should also check / /var and /var/lib while you are at it.
Make sure sendmail trusts majordomo too. In the sendmail.cf add
Tmajordomo
to the "Trusted users" section.
