For item #1:
You have to add the addresses to the global taboo filter,
or write a patch/script for majordomo to examine a file
of blacklisted users before allowing any commands in to 
majordomo, and if a match is found, bounce or blackhole
the message.

For item #2:
Please the the message I posted 2 seconds before this one.
It even has the script you are looking for attached.
