If I understand correctly, you are asking for a way to make a hypertext
link that spawns the users local mail program with the appropriate text
in the appropriate place.  Here's the way we do it:

The %20 is important (it's a space).

If you're asking for a way to spawn a local MTA on the webserver to send
the email to the majordomo machine, then you should do as the other
gentleman suggested and use a cgi script in the language of your choice
(perl, php, etc).
