Two possible problems come to mind.
1.  Make sure $whereami in majordomo.cf does not have something like /bin/hostname or /bin/dnsdomainname after the = sign.
2.  Make sure your MS Outlook user is not using rich text or html format to send messages.  There is a setting available to compose messages in plain vanilla 7-bit ASCII.
