unable to open config file

When sending to a majordomo list I get an undeliverable saying

email-admins-list: Unknown originator  

Also in the Log file it says unable to open .config file.  It works fine on
solaris 2.6, after upgrading to 2.7 it fails.  We have checked recheck the
permissions, everything is open and readable to the majordomo user.  The
only thing we changed was to go to 2.7.  Is anyone running majordomo 1.94.5
on 2.7?
