You get a mail loop if you send the command as root or majordomo, but
this should be a command line thing the puts text on the screen, not in
an email.

You have to touch /var/lib/majordomo/lists/test1 (assuming the file
structure) from the shell as the majordomo user before sending the config
command.  Be sure to send the command from a real mail client, and do not 
send it as any user listed in majordomo_dont_reply of majordomo.cf.
