That is what the "taboo_body << END" section is for.

taboo_body   << END
/bad phrase goes here/i
/bad-word/i
/other/i
/word/i
END

Otherwise, you can prefilter all messages with procmail too.
I use procmail to validate the To: or Cc: before delivering
the message to resend.
