Look through your logs and see how long it's taking to get through
sendmail. The processing of the email by majordomo is usually very quick
(especially for 70 names). If you are not using bulk_mailer, then sendmail
delivers to each domain one by one as it goes through the list of email
addresses. Chances are it's hanging on one or two (or more) of the email
addresses. You could try chopping the list into two or three parts and see
if it balks on one particular portion (meaning that one or more email
addresses take a long time, usually indicating a problem). Our list is
about 50 people and completes in about 40 seconds because bulk_mailer ends
up spawning about 10 copies of sendmail. Also, if your announced domain
differs from what it reverse resolves to, then remote mailers could be
refusing acceptance (it's a method of reducing spam).
