Well, the buttons the client uses are what is key here, but when you do
want to force all replies, "reply button" and "reply all", the reply_to
setting is the solution.  Keep in mind that if you set that value to 
the name of the list literally, or with "$LIST" without the quotes.  

Just be sure you are using resend on the alias, so the reply_to gets used.

test: "|/path-to/majordomo/wrapper resend -l test test-delivery"
test-delivery: :include:/path-to/majordomo/lists/test
