These lines don't have anything to do with whether a message is bounced or
not.  It only affects where it goes when it DOES bounce.  You need to look
in your testlist.config file.  That's where restrict_post is set.  If I've
misunderstood your problem, please be more detailed (your posting of the
aliases was excellent by the way, and they look fine).
