Did the next email in the loop have the same id number as the above line?

You need to make majordom a trusted user for sendmail. Find the line in
sendmail.cf that has:
Troot
then add
Tmajordom
> Message-Id: <sa792617.059@co.mgn.netl.doe.gov>
And on the looped message, is the message id the same as the above line?
