A few majordomo queries

I'm having some trouble with my digest numbering.

For some reason the digests started with volume V1 #1

and they go up in numbers, but repeat themselves, so I have 3 volume V1
#7's for example.

I am not the domo-owner but the list owner, is there a way to sort this
out?

I can set taboo-headers to stop certain users from posting to the list,
but how do I stop them from _receiving_ list posts, in other words, is
there a way to stop certain people subscribing?
