You have the correct syntax for subject_prefix, but you must be sure to use
resend in your alias for the list.
listname: "|/path-to/majordomo/wrapper resend -l listname listname-outgoing"
As for your "newconfig" errors, make sure the message/file is being sent in
plain text (not a mime attachment or html), and that word/line wrap is either
disabled, or set higher than 80 characters. When messages come back with
"accepted" it should go into effect immediately. If not, check the alias for
the list to make sure it is using resend, and that the new file exists in the
right place with the correct permissions. Anything wrong here could indicate
a misconfigured majordomo.cf file.
