There is a patch to resend you can find here:

Hi Folks,

Attached is the improved version of the old resend.7 patch; this one can
be configured per list;)

You must save the attachment to some path on Majordomo server, change
directory to Majordomo home, and run:

        patch < /path/to/config_parse.pl-resend.1

The patch applies to Majordomo 1.94.5 out-of-the-box.  If you have applied
the older patch, you need to re-apply it with -R in order to reverse it,
then apply the new patch as above: 

        patch -R < /path/to/resend.7


After you apply the new patch you must run "writeconfig" on the lists that
you wish to change their bounce behavior by sending the following line in
an email to your Majordomo server: 

        writeconfig <List-Name> <List-Password>

By default the attribute will be undefined;

        non_member_bounce       = 

As the result the bounced message is only sent to the list owner; as if
you haven't applied the patch. 

To have messages bounce to both the sender and the owner set it to

        non_member_bounce       = sender

To have messages bounce only to the sender set it to:

        non_member_bounce       = sender-owner
