If you search the archives for restrict_post, patch, and bounce, I think you will find what you are looking for.  There are unsupported, unofficial patches to majordomo 1.94.5 that handles the kind of bounce notification you are requesting.

# Patch to sample.cf file to include a default non_member_bounce policy,
