It means administrivia is turned on in the list's configuration file,
and resend encountered the word "unsubscribe" on line 2 of the message
so bounced it to the list owner for approval.
To disable admisistrivia checking, look for this line in listname.config:
administrivia = yes
And change it to this:
administrivia = no
